No dumb question at all, mate, it just means each state has a floor for how tight a venue is allowed to run its pokies, and the pub or club can set Red Baron anywhere down to that floor. So one club might have it paying decent free games while the one down the road runs it like a bloody vault, both perfectly legal. I've had sessions on the same Aristocrat cabinet where the multipliers felt like two different machines. Ah well, we grind on.
